You're probably outside famine range.
Of course they still regen energy, you're not reducing their energy regen in any way. It regens to 1, then a Visage gets it to 0 again, and they take damage.
Famine/55 is nothing new =]

E/D - High Regen Terra Tank

earth magic = 12+1+3
energy storage = 10+1
earth prayers = 8

Totem Axe and Hajok's Prism

Stone Daggers
Sliver Armor
Armor of Earth
Stoneflesh Aura
Stone Striker (or Kinetic Armor, either works)
Earth Attunement
Mystic Regeneration
Ether Renewal {E}

This should do, just tried it. It isn't super duper fast, but you do kill the guys. I've found SoJ-55 to be much faster for these critters since most of them have ranged attacks.

My bad, I did have Sandstorm, but Ob Flesh does add +20 armor.
